The site of the 50,000-ton/year ultra-high-modulus carbon fiber raw material project of Xiaoyi Jianneng Coal Chemical Technology Development Co., Ltd. is located in Wutong Coal Chemical Park, Xiaoyi City, Shanxi Province. The location of the site is conveniently located. It is close to the S223 highway on the west side, about 853m from the S223 highway, and about 560m west of the Jiexi Railway Line.The total investment of the project is 489 million yuan, and the total area is 3.06 hectares.On September 28, 2016, the Economic and Information Technology Bureau of Xiaoyi City issued [2016] Circular No. 89 with the Xiaojing Letter and agreed to carry out preliminary work on the project.

The main construction content of this project is the raw material coal tar storage device, coal tar pre-disposal device, primary thermal polymerization separation device, secondary thermal polymerization separation device, light oil disposal device, product storage device and related public auxiliary facilities, etc., It is expected to produce an annual output of 50,000 tons of ultra-high modulus carbon fiber raw materials and 120,000 tons of modified asphalt, 72,000 tons of carbon black oil and other related products.This project complies with the relevant requirements of the "Catalogue of Guidance on Industrial Structure Adjustment (2011 Edition)" (revised in 2013) and the "Interim Measures for the Filing of Enterprise Investment Projects in Shanxi Province", and complies with relevant national laws and regulations.The construction of the project can also provide a large number of employment opportunities, increase local fiscal revenue, and drive the development of related industries, which have good social and economic benefits.

2. The possible impact of construction projects on the environment and prevention and control measures

1. Air pollution prevention and control measures

Tar tube furnaces, heavy oil tube furnaces, industrial naphthalene tubes, molten salt tube furnaces, and thermal oil tube furnaces use purified coke oven gas for fuel. The flue gas after combustion is discharged through an 18m chimney. The particulate matter, SO2 and NOX in the flue gas meet the requirements of the air pollutant emission limits stipulated in Table 4 of the "Petrochemical Industry Pollutant Emission Standard" (GB31571-2015).The dust-containing exhaust gas discharged from the crystallization and drying of industrial naphthalene is discharged through a 15-meter-high chimney after passing through a cloth bag dust collector. The escaping gas in the raw material tank area, the intermediate tank area, and the product tank area is connected to the exhaust gas purification tower by pipes, and after being treated by the oil washing device, it is introduced into the heating furnace for combustion.

2. Measures for the prevention and control of wastewater pollution

Under normal working conditions, the production wastewater generated by this project is mainly tar dehydrated ammonia and phenolic water, which are collected and sent to the sewage treatment plant of Xiaoyi Jinyan Electric Power Coal Chemical Co., Ltd. For treatment; domestic wastewater is collected and sent to the sewage treatment plant of Xiaoyi Jinyan Electric Power Coal Chemical Co., Ltd. For treatment; floor flushing water and initial rainwater are sent to the project's turbid circulating water system, which is not discharged; the drainage of the circulating water system is clean wastewater and can be directly discharged.

3. Prevention and control measures for the environmental impact of noise

Choose low-noise equipment as much as possible, and take measures such as sound insulation, basic shock absorption, and muffler installation for high-noise equipment.

4. Measures for the prevention and control of solid waste pollutants

The tar residue generated by this project is sent to coal distribution for coking; the waste molecular sieve manufacturer of the air compressor station is recycled; the waste oil of the air compressor station is sent to a qualified unit for treatment; and the domestic waste is uniformly cleaned up and disposed of by the sanitation department.

5. Environmental risk prevention measures

This project proposes strict environmental risk prevention measures, and proposes practical risk prevention measures and risk emergency plans from all aspects of site selection, general plan layout and building safety prevention measures, hazardous substance storage and transportation safety prevention measures, process design safety prevention measures, various storage tank leakage accident prevention measures, and water environment risk accident prevention measures.
